What is Special Education?
Special education is a program of specialized instruction and support designed to meet the unique learning needs of students with disabilities. Its purpose is to help each student access the curriculum, make meaningful educational progress, and reach their full potential.
Special education is not a place or a classroom. Instead, it is a range of services and supports that are individualized for each student. Depending on a student's needs, services may be provided in the general education classroom, a special education classroom, or other educational settings. Some students may also receive related services, such as speech therapy, occupational therapy, physical therapy, counseling, or transportation, when those services are needed to support their educational success.
Every student who qualifies for special education has an Individualized Education Program (IEP). The IEP is a written plan that describes the student's strengths, educational needs, annual goals, accommodations, modifications, and the special education and related services they will receive.
In Texas, the IEP is developed by the Admission, Review, and Dismissal (ARD) Committee. The ARD Committee includes the student's parent or guardian, teachers, school staff with expertise in special education, and other individuals who have knowledge of the student. Parents are valued partners in every step of the process, and their input is essential in developing an educational program that supports their child's success.

Referral for Special Education
A parent or guardian has the right to request a special education evaluation at any time. It is best to submit this request in writing to your school's principal or to the school district's special education director.
